The State Street Master Plan is a comprehensive 20-to-30-year visioning document designed to revitalize downtown Santa Barbara into a safe, vibrant, and pedestrian-focused urban destination. Building on the momentum of the temporary pandemic-era street closures, the plan transforms the public right-of-way into a lively space that reflects the community’s values and historical identity. Following a multi-year outreach process, the City Council reviewed the Draft Master Plan in April 2026, with refinements focusing on long-term design, feasibility for alternative stormwater compliance, and district-specific concepts.
