CleanSafe & Welcoming Downtown

The Downtown Santa Barbara Improvement Association (DSBIA) is committed to enhancing the safety, cleanliness, beauty, and economic vitality of downtown Santa Barbara. Through coordinated maintenance services, safety partnerships, and responsive reporting tools, we work every day to ensure downtown remains a place we can all be proud of.Our Clean & Safe program supports business owners, property owners, employees, residents, and visitors by addressing quality-of-life concerns quickly, collaboratively, and professionally.

Highlighted Maintenance and Clean & Safe Results (Sept–December 2025):

  • 5,135 trash bags filled
  • 103,768 pounds of trash removed
  • 382 blocks pressure washed 
  • 9.1 minutes average response time (113 service calls)

Service Area

DSBIA district maintenance services cover:

  • State Street (Sola Street to the Underpass)
  • Anacapa Street (east and west sides)
  • Chapala Street (east)
  • Side streets within this area

Services Provided

DSBIA maintenance teams focus on the Public-realm 

  • Landscaping in public spaces
  • Pressure washing sidewalks and alleys
  • Janitorial services for streets, sidewalks and paseos/alleys

Response Times

Maintenance requests are responded to:

  • 6:00 AM – 9:00 PM
  • 7 days a week, excluding designated holidays

Requests received outside of these hours will be addressed the following day.

Security Camera Grant Program

DSBIA is launching a Security Camera Grant Program to help enhance safety in downtown Santa Barbara by supporting crime deterrence and after-the-fact investigation in public spaces.

  • Cameras focus on sidewalks, alleys, and other public areas and assist in deterring trespassing in private spaces. 
  • The program is designed to complement existing City and Santa Barbara Police Department efforts 
  • Cameras do not monitor private interiors or areas where there is a reasonable expectation of privacy

Police Authority Letter
In order to assist in resolving issues around trespassing, we advise that a business owner or property owner fill out the Santa Barbara Police Department Authorization Letter. The letter authorizes the SBPD to enter the location after the property is posted as CLOSED to enforce law violations and make any necessary arrests. These violations include, but are not limited to, illegal lodging, public intoxication, and trespassing. The Authority Letter is valid for twelve (12) months, as specified by the person who fills out the Authority Letter. It is the business/property owner’s responsibility to renew the Authority Letter after the twelve-month time frame. You are required to have a NO TRESPASSING sign posted in view on the property and CLOSED sign when the property is closed.

Supporting a Well Lit and Welcome Downtown
Support our efforts to create a more beautiful and welcoming downtown by leaving your business lights on at night and putting a motion detecting light on your front and back doors to deter trespassing and crime. You will receive a window decal, that will need to be placed in the widow area.

CITY SB CONNECT AP – Requests
Through SB Connect residents can take photos and report issues to the city that is outside of the services DSBIA offers.
This may include graffiti in the public realm, broken bricks, potholes, drinking fountains, garbage cans, bike racks, news racks, etc.

Homeless Related Issues:
Homelessness Response Directory of SB, is where you can report or find assistance for homelessness issues. Also, you can contact the Downtown Ambassadors (red shirt city staff) observe and report conditions on State Street to the appropriate City department or agency. Ambassador Line: (805) 882-8999

Paseo Enhancements:
DSBIA is working to beautify and add string or wrap tree lights, security cameras to paseos to enhance the experience for guests and businesses alike.
